arrive in和arrive at的区别归根到底是in和at的区别。
说at后接小地方，in后接大地方，未免有些笼统。其实，in和at的用法差异不是一个大小就可以说明的。
例如：可以说arrive in a town，也可以说arrive at a town。这里不能简单地来说arrive in a town中的town比arrive at a town中的town大。
正确的理解应该是： 用in时，说话者强调“人”或“物”进入某地“之内”;用at时，说话者则强调“人”或“物”进入某地“之点”。 当这个“某地”较大时，表达“之内”的可能性自然增大，而当这个“某地”较小时，表达“之点”的可能性较大。
